The United States is honored to present the accompanying declaration on the recognition of the Kingdom of Morocco’s sovereignty over Western Sahara (see utilities). On December 10, 2020, President Donald Trump issued the declaration, which recognizes that “the entire western Sahara region is part of the Kingdom of Morocco” and considers Morocco’s proposal for autonomy “the only basis for a just and lasting solution to the conflict over the territory of Western Sahara”. I hope that this letter will be circulated and attached as a document of the Security Council’s trust.

Declaration on recognition of The Kingdom of Morocco’s sovereignty over Western Sahara
The United States has reiterated its support for Morocco’s proposal for autonomy as the only basis for a just and lasting solution to the conflict over western Sahara. As mentioned by the previous administrations, and therefore, as of today, the United States of America recognizes Morocco’s sovereignty over the entire territory of Western Sahara and reaffirms its support for the proposal of serious and realistic autonomy. Morocco has been credible as the only basis for a just and lasting solution to the conflict over western Sahara. The United States believes that the establishment of an independent Saharan state is not a realistic option for resolving the conflict, that true autonomy under Moroccan sovereignty is the only viable solution, and we urge the parties to start talks without delay on the basis of morocco’s autonomy plan as the only framework for negotiating a solution.
To facilitate progress in this direction, the United States encourages economic and social development with Morocco, including the Western Sahara region, and we will open a consulate in Dakhla to that end.
Accordingly, I am the site below, Donald Trump J. Trump, president of the United States of America, i declare within the framework of the authority vested in me to respect the Constitution and the laws of the United States that the United States recognizes that the entire territory of Western Sahara is part of the Kingdom of Morocco.
As a testament to this, I honored this document with my signature on December 4, 2000 and the 45th year after the 2000s of the independence of the United States of America.
